* Is there a simple X mode?

Emacs 21.1 is painfully slow to start up with an X window connection
across
a cable modem connection.  It seems to be downloading a lot of icon
images
and other trash.

My configuration: gnu emacs 21.1 running on remote Solaris machine.
red hat 7.1 running on local machine. 
Excellent cable modem connection between the two.

Is there a way to configure emacs to turn off all of these fancy
features?
I'm looking for basic services (i.e., mouse etc.) without all of this
fancy support for variable-width fonts, faces, etc.
