I added it specifically for Gnus bug reporting.
It functions exactly the same as the Package: pseudo-header.
Likewise with X-Debbugs-Version.
That's about all there is to say. :)
You can use "Package:" in the first line of the body for an identical
effect, but then you have to rely on users not deleting it, or adding
any body text before it.
