The variable `message-log-max' is misnamed.

The variable `message-log-max' concerns the *Messages* buffer. It
violates the namespace of the `message.el' package, which concerns
mail and news and has the namespace `message-'. This goes against the
"Emacs Lisp Coding Conventions" as they are defined in the "Emacs Lisp
Reference Manual".

A better name for `message-log-max' would be `messages-log-max'.

After perusing `M-x apropos-variable RET max RET', I suggest
`messages-buffer-max-lines'.
