It is in the settings, just not high enough in the list. My point is that my approach seems to be the recommended way to reorder the font list, and all other programs work fine with it. Emacs uses the font with the highest priority in the preferred list, as expected, unless =E2=80=9CNoto Color Emoji=E2=80=9D or =E2=80=9CNoto Emoji= =E2=80=9D is in that list.
