Hi Angelo, unfortunately the NextStep build doesn't support horizontal
scroll bars yet. If you do:

M-x horizontal-scroll-bar-mode

You should get a message saying:

Horizontal scroll bars are not implemented on this system

I'm going to set this bug as a wishlist item in the hope that someone
will implement them in the future.
