When I do "emacs -Q open.el -f eval-buffer", I expect the "*Process
List*" buffer to show the ten processes p1 to p10. Invariably, several
(varying) processes are missing from the list, and their query-on-exit
flag is nil. M-x list-processes shows all processes as expected.

Here is a more robust test case:

   (let ((h "www.fsf.org")
         (n 0))
     (while t
       (setq n (1+ n))
       (message "iteration: %s" n)
       (setq p (make-network-process :name "p" :host h :service 80))
       (unless (process-query-on-exit-flag p)
         (error "(process-query-on-exit-flag p) is now nil"))
       (delete-process p)))

In all cases I encountered, p was a perfectly valid process after this
program quit with an error, i.e., I could send and receive messages.
