Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

1. Load a file in utf-16 (common file format in Windows):
C-x RET c utf-16-le-dos RET
C-x C-f filename RET
2. Do some edits
3. Save with C-x C-s
This throws an error about utf-16-le-pre-write-conversion not defined
as function. The file is not saved.
I'm not sure what this function is supposed to do; when I define it
as a noop function, it works for me:
(defun utf-16-le-pre-write-conversion (a b))
