Prior to 21.3 active and an inactive buffer windows were
distinguishable by the different faces for the modeline: mode-line and
mode-line-inactive. How can I activate this feature in 21.3? It would
be nice if also the fringe would change accordingly. Finding the
filled cursor on a large screen is sometimes quite difficult.

No, this feature exists only in the development version, not yet
released (available via anon CVS). So it is not in Emacs 21.3, nor
in any prior released version.
