Hello,  the bug report is as follow;

With the previous versions I used (latest was emacs 20.7.1), I had a
_functional_ scrollbar:

    - left-clicking would scroll down,
    - middle-clicking would jump-scroll,
    - right-clicking would scroll up.

Unfortunately, with version 21.2.1 this does not work anymore.  It has
these "LUCID" or whatever scroll  bars, and while it can be apreciated
that they  try to match  the loseness of  some other GUIs,  one cannot
work with them.

Please,  help my  carpal  nerve,  let me  scroll  clicking instead  of
dragging!

M-x apropos RET scroll RET  does not list anything relevant that would
let me configure it to use the classical scrollbars.
