Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I cannot open dired ie

M-x dired simply do not work with Emacs 21 Debian testing

I tried the same on emacs 20.7 without problems

This failure does not happen for most users, so it
must be due to some special circumstances in your machine.
It may or may not involve an Emacs bug, but the only way
to find out is to investigate on your machine.

You might have some nonstandard Emacs library file in your
Emacs load-path.
