Follow-up:  this problem does not happen when emacs is compiled with gcc 3.0.4.
It does happen with the HP C compiler.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

sleep-for doesn't come back....ever...sit-for sits forever unless you do some
input.

The following shows this problem:

emacs -q 
esc-: (sleep-for 2)

The cursor turns to a watch and emacs just sits there.

    Follow-up:  this problem does not happen when emacs is compiled with gcc 3.0.4.
    It does happen with the HP C compiler.

Then it is probably a compiler bug.  Chances are it affects just one
function.  If you care to spend time on it, you could try compiling
parts of Emacs with one compiler and parts with the other until you
narrow down which function is the locus of the problem.

Or we could just write a note in PROBLEMS and MACHINES telling people
not to use a certain version of the HP C compiler.  Which version is that?
