From the Emacs manual:

     Note that ‘M-x woman’ doesn’t yet support the latest features of
  modern man pages, so we recommend using ‘M-x man’ if that is available
  on your system.

IOW, it is a known deficiency of the 'woman' command.

What, you mean when the user invokes 'woman', silently invoke 'man'
instead?  Wouldn't that be an annoying surprise for users?
