Yes this fails in Emacs 22/CVS Emacs too.  I don't see how this could ever have
worked as it doesn't seem to match on the timezone or year - perhaps you're the
first person to ever use it.  I could change it to work for your case but that
might break the case that the original author tested it on.

Why not just use 'C-x 4 a' (add-change-log-entry-other-window) which gives the
new style date format.  This just gives the date.  I've not seen
hours/mins/seconds in a Changelog as you can get these from cvs log, if
needed, I presume.

Perhaps we should remove change-log-redate as it appears broken.
