Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I like the new feature in emacs 21.1 that the mouse pointer has a
special shape when emacs is busy. However, when I execute a keyboard
macro multiple times by using an appropriate value for
universal-argument, then emacs can busy for quite a while (my
particular example was about half a minute with universal-argument
having the value 200) but the mouse pointer keeps its normal shape.
