Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I like the new feature in emacs 21.1 that the mouse pointer has a
special shape when emacs is busy. However, when I execute a keyboard
macro multiple times by using an appropriate value for
universal-argument, then emacs can busy for quite a while (my
particular example was about half a minute with universal-argument
having the value 200) but the mouse pointer keeps its normal shape.

Would you please send a single *precise* test case?
One test case is more useful than any amount of general description
of which cases pose the problem.

(1) Start emacs --no-init-file
(2) evaluate 

    (fset 'foo
       [?a ?a ?a ?a ?a ?\C-a right ?\C-k return])

    This is a silly keyboard macro but it illustrates the point.

(3) Type `C-u 1000 M-x foo RET'.
(4) With my old pentium processor it takes about 15 sec to run the
    macro foo 1000 times. However, during that time the mouse
    pointer does not switch to a special shape (the hour glass) in
    order to indicate that emacs is busy.

    If you have a faster computer than my one you might want to
    increase the value of universal-argument in order to keep emacs
    busy for a sufficiently long time.
