bug#6322: 23.1; Redundant hint in INSTALL

The current bzr INSTALL file (as of a few hours ago, at least!)
contains the following hint:

  You can also save some space by compressing (with `gzip') Info files
  and installed Lisp source (.el) files which have corresponding .elc
  versions.

This is automatically done by `make install', so it would seem that
the hint is redundant and could be removed.
