Create a file called "bind-test.el" with the contents:
---
(use-package dired
     :bind ("C-c d" . dired-at-point))
---

Compile this file.

Run emacs -Q and then

     (load-file "bind-test.elc")

See the error message
The error message

     ⛔ Error (use-package): dired/:catch: Symbol’s value as variable is 
void: personal-keybindings

appears.
