If I type "~a", which should generate "=C3=A3" the screen will simply blink; If I type "'a", which shoul= d generate "=C3=A1" the 'Shell command:' prompt will appear at the minibuffer= . My keyboard is a pc105, us_intl keyboard, FWIW. If run in 'X mode' or under the Linux console it will work. If it runs on gnome-terminal with TERM=3Dlinux it will work but the UTF-8 (I'm using this encoding) will be input uninterpreted, so inputing "=C3=A1=C3=A7" will generate "=C3=83=C2=A1= =C3=83=C2=A7".
