Is there a way to (anonymously) obtain and update local copy of emacs
cvs repository (rsync / ctm / cvsup service)?  (And use cvs locally
with all its features, without need for a fast network connection.)

Ah, I misunderstood.  Sorry.  I don't know of a way to do this.  Miles
Bader set up an arch gateway to Emacs' CVS though.  Maybe that does
what you want?

Only if it updates regularly and provides all cvs revision information
the regular cvs does.  If it does that, most likely it uses some more
direct repository access than that provided to regular cvs clients.
Perhaps once we figure this out we may set up local repository copies
using the same means.
