It was *impossible* to do such a <pretesting> by users with no special
privileges.  Thought that said it quite clearly by the following.

Or, in the plainest way: emacs cvs containing release 21 development
sources was closed for anonymous reading for quite a long before
release 21.1.  On 2001-06-29, 2001-07-02 at least.


Fortunately, release 22 sources were readable anonymously last time I
checked.  Perhaps will even try them - in my copious free time
(<http://www.jargon.org/html/C/copious-free-time.html>).  Anyway,
please keep them open, do not duplicate your policy wrt release 21 on
them.
