This bug report will be sent to the Free Software Foundation,
not to your local site managers!!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.
In GNU Emacs 20.7.1 (i386-*-windows98.2222)
of Sat Jul 1 2000 on NEVERYON
configured using `configure NT'
Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
There is incorrect key in czech keyboard originally stored in
$EMACSDIR/leim/quail/czech.el. Attached to this message you will find
a patch, which makes the layout more usefull for editing in Emacs. The
problem is that there is incorrect quote (` instead of '), which is
totally useless in Czech texts and less usefull in English texts
(where correct doublequotes are provided by AUC-TeX).

I have spent some time today and studied about 5 types of Czech keyboards
in local computer shop and also looked at various definitions of Czech
keymaps on my system and also on systems of my collegues who do not use
the same system as I use.
And after that, I decided to no apply your patch, because the standard
keyboard layout contains the character ` at that position. I think that
people who do not want to have ` there, but want to have ' on that key (and
can create a patch like you did) can find a better way to make the keyboard
suit their needs. You argument about English texts is not acceptable,
because writing English texts on Czech keyboard is crazy IMHO. The argument
about ` being useless is also not acceptable, because in Czech texts, you
almost do not need the character ' too.
I hope you understand my decision and will accept it.
Anyway, thank you for your interest in trying to make Emacs better.

That's the problem: pretesters aren't finding many more bugs nowadays,
so it'll probably take until 2005 to find and fix enough bugs that we
can comfortably announce the code stable.

Writing English texts with the Czech keyboard is not so insane as it may
seem to be -- I am used to the Czech-like style of keyboard betweem L and
Enter. However, I understand, that I am weird and that I am probably not the
one according to whom FSF decides about its policy :-).
